Government Systems Guide
Questura, ISTAT, PayTourist and European connectors — configuration, credentials and automatic sending
Contents
Where the connection standsThe notice the app shows, and what it means
Registering guests works in every country where Vezpa is available, and it keeps working. What is not switched on everywhere is the automatic connection with the authority: the transmission of the data you have already recorded.
Where the connection is not active yet, at the top of Configuration → Government Registration you will find an information box that says so: the automatic submission to that country's authority is being tested, and registering guests works normally. It is information only: it blocks nothing, there is nothing to confirm or to dismiss, and the box also appears when there is not yet any connector to configure for your country.
The box disappears by itself once the connection for your country becomes active: you do not have to do anything and no setting needs updating. The sections below describe how each system is configured; the notice says where it stands.
What «Configured» actually means
On the Configuration → Government Registration page, the card at the top carries the name of your country's system and the word «Configured» or «Not configured». It does not depend on saving alone: «Configured» means credentials saved and the «Automatic sending» switch on. With the switch off the page stays on «Not configured» even after you have filled everything in, the last 30 days of counters and the «Statistics» card do not appear, and «Test connection» replies that the credentials are not configured.
When what you have authorized leavesThe three schedules, the «Pending submissions» basket and the day summary
The other sections say who Vezpa declares to, and with which credentials. This one says when, because that decision belongs to the property and you are the one who makes it: open Configuration → Government Registration and, in the «When to send to the authorities» card, pick one of three schedules. It applies in any country: in Italy it governs the guest forms to the Questura (the Alloggiati Web service of the Polizia di Stato), elsewhere the submissions of your country's connector.
- «Every 4 hours» — six passes a day. You register the guest and stop thinking about it.
- «At 23:15» — a single pass, at the end of the day.
- «Manual» — only what you select and send leaves.
The «Pending submissions» basket
As soon as you choose the manual schedule, the entry «Pending submissions» appears in the same card: it is the basket of bookings still waiting, grouped by arrival day. You tick the ones you want to declare and press «Send selected». On the other two schedules that entry is not there, and nothing is missing: there is nothing to choose, everything leaves on its own.
Authorizing is not sending, and the difference is not a quibble. When you press, the permission is written before the departure, and a single press may carry away only part of the work: when that happens the page says so — «authorized but not fully sent yet» — and offers «Complete now». Press again and it carries on from where it stopped: this is not an error. For the same reason you never read the word sent on screen: a booking is «Released» once the permission exists, and whether the authority actually accepted it is what the outcome says, one by one.
ISTAT and PayTourist follow the Questura
There is nothing to decide here and no second switch: ISTAT and PayTourist follow the Questura by themselves. If a booking was declared to the Questura they declare it too; if it was not, they do not. That is by design, and on manual it has a consequence worth knowing beforehand: a night you have not sent yet reaches ISTAT as a closed room. Turn the manual schedule on only if you are ready to send regularly, or your occupancy figures will change for a reason that has nothing to do with your rooms.
On manual the Questura only accepts today and yesterday
This is not our choice, it is the portal: Alloggiati Web takes only today or yesterday as the arrival date, and past that boundary the guest form is rejected. It is not a formality, because a form carrying an old date is by itself the declaration of a late submission. That is why the basket has a window: with the manual schedule, putting it off by two days is not putting it off, it is losing it.
The day summary
From the «Pending submissions» page, at the top, you open the «Day summary»: where you stand today, in three numbers — «Guests today», «Authorized» and «Selected to send». It is a read-only page: nothing is added or removed from here, you go back to the basket with «Add or remove bookings». Two places writing the same list would be two different lists.
These are the two lines to look at, because they are the ones you act on:
- Selected guests who cannot be declared yet — their registration is missing. They will not leave: register them, and they come back into the declaration.
- Guests whose selection has left the window — they will not leave, the selection can no longer be removed, and there is nothing more to do from the app: for those days you go through the authority's portal. They are counted apart from the selected ones, not among them, and this summary is the only place that still shows them to you.
Credentials change with the countryFields declared by the authority, and the ones that apply per accommodation
The credentials page is not the same form for everyone. You do not choose the system: your property's country decides it, and the page draws by itself the boxes that authority requires. Besides the common ones — username, password, property identifier, service address — every country declares the extra fields its own authority requires, gathered under «Additional settings»: open Configuration → Government Registration and fill in what you see. Those field labels carry the official name the authority gives them and are not translated, so you find them unchanged in the portal you copy the values from. Where the authority offers a test environment, you also get the «Test environment» switch to use it. A field you do not see is not missing by mistake: your country does not ask for it.
A secret that is already saved — password, key, certificate — never comes back on screen: the box stays empty and a line underneath tells you the value is already stored. Leaving it empty does not erase it; to replace it you type a new one. «Test connection» calls the authority service and tells you that it replies: it is not proof that your credentials are the right ones, because any answer short of a server error counts as a success.
Then there is something you would not guess: some credentials do not belong to the property, they belong to the single accommodation. Where the authority issues one identifier per accommodation business, an extra card appears under the common boxes, Credentials per accommodation. Pick the accommodation from the menu and fill in only what differs for it: anything you leave empty uses the property value and does not have to be repeated. If that card does not appear, your country does not need it and everything applies to the whole property.
If the account has more than one property, the card's menu first lists one entry per property, “All accommodations at …”: the credentials you save there are written on each of its accommodations. Use it when the authority gave you one identifier per address rather than one per apartment: you enter it once, and you can still correct a single accommodation by choosing it from the menu.
Questura (Alloggiati Web)Sending guest forms to the Polizia di Stato
All Italian accommodation businesses are required to report guest data to the Questura (the local police headquarters) through the Alloggiati Web service of the Polizia di Stato. Vezpa sends the guest forms by itself: not at the instant you register the guest, but on the first of the automatic passes, which run every half hour.
The window is narrow by law, not by our choice: Alloggiati Web accepts only today or yesterday as the arrival date. That is why Vezpa does not catch up on older days by itself — a guest form with an old date would be rejected, and sending it would put on record that those days were uncovered.
How to obtain the credentials
- Register at alloggiatiweb.poliziadistato.it
- Submit the activation request to your local Questura
- Receive the credentials by email: Username, Password and WS Token
- Enter the credentials in Vezpa: Configuration → Rooms → the room → Police Registration
- Turn on the «Enabled» switch and save

ISTAT — Tourism StatisticsTwenty regional systems, each with its own rules
Italy has twenty different regional systems for collecting tourism statistics. Vezpa handles all of them: seventeen fully automatically, three with a file you download and upload to the regional portal by hand.
Regions with automatic sending (seventeen)
For these regions Vezpa sends the data by itself, once a day, at four in the morning in the property's time zone. It does not file the day that has just ended: it files the day five days earlier, so that a move between accommodations has time to settle before it is transmitted. All you need are the regional credentials.
| ID | Region | Protocol | Credentials |
|---|---|---|---|
| 0 | Piemonte | SOAP v2 | Username + Password |

How to configure ISTAT
- Open Configuration → Rooms from the Management screen, three-dot menu, and tap the room
- Open the «ISTAT» section and turn on the «Enabled» switch
- Choose your «Region» from the drop-down menu
- Enter the credentials provided by the regional portal
- Enter the property's «ISTAT Code»
- Save. The first automatic submission goes out on the next nightly pass
PayTouristPlatform for the tourist tax
PayTourist is an optional platform that automates the collection and payment of the tourist tax for many Italian municipalities. Vezpa integrates directly with PayTourist to send guest data, on the same nightly pass as ISTAT and with the same reference day: five days earlier.
Credentials required
| Field | Where to get it |
|---|---|
| PayTourist ID | Registration at paytourist.it (self-service) |
| API Token | PayTourist dashboard after registration |
Digital SignatureCollecting the guest's signature during registration
The digital signature is collected both from the Flutter app (during guest registration) and from the web self check-in (touch canvas). The signature is saved as a PNG image in the guest's profile.
The guest's signature is offered only in countries where the law requires it on the registration form: Germany, Austria, France and Spain. Even there it is optional — in the app and in online check-in — because the guest can sign the form on paper on arrival; in no country is the signature sent to the authority, it serves the property as proof. In other countries the signature section does not appear and, wherever Vezpa can produce the form, the PDF is still generated, with a line to sign on paper.
The form is generated from the booking detail by tapping «Registration document»: it comes out already filled in with the guest's data, in the language of the property's country, ready to be signed and kept. The button appears on its own wherever Vezpa can produce the form, and stays disabled — with a message explaining why — until the person responsible for the booking is registered.
European Government ConnectorsAutomatic guest data submission where your country has a connector
For properties located in one of the countries below, Vezpa can automatically send guest data to the national government system. The configuration is found under Configuration → Government Registration, and that page exists only for these countries: anywhere else it says no connector is available, and that is not a fault. If the connection for your country is not active yet, the app tells you with a notice at the top of the page: see Where the connection stands.
When the sending happens. Not when you register the guest: two automatic passes do it. For police registers, an hourly pass picks up the guests registered recently; for statistical systems, a pass once a day. The actual transmission then leaves within half an hour. The «Automatic sending» switch commands all of it: with it off, nothing leaves.
🇪🇸 Spain — SES.Hospedajes

| Accommodation ID | NTAK.guru portal after registration |
NTAK is the statistical system. For the police side Hungary has a second system, VIZA, which does not switch itself on: it is configured separately, with credentials of its own, and whoever skips it is left with NTAK alone.
🇵🇹 Portugal — SIBA
Boletim de Alojamento required under Lei no. 23/2007 (art. 15-16).
| Credential | Where to get it |
|---|---|
| Username + Password | siba.ssi.gov.pt |

🇨🇿 Czech Republic — UbyPort
Mandatory register of foreign nationals managed by the Cizinecká policie (Foreign Police).
Since 9 October 2026 Vezpa is approved by the Czech police (Ředitelství služby cizinecké policie, RSCP) as software for the automatic sending of foreign guests' data to UbyPort. Sending runs by itself, in the hourly pass. If a guest is missing data or the police reject a record, you get the «Check guest details» notification with the guest's name and the reason: a rejected record is not retried by itself, it is sent again once you have corrected the data.
| Credential | Where to get it |
|---|---|
| Username + Password | Account for robotic data sending (účet pro robotické zasílání dat), issued by RSCP |
| IDUB | Assigned by RSCP when the property is registered |
| Zkratka | Property abbreviation, assigned together with the IDUB (optional, recommended) |
How to get the account. It is not created automatically; there are three cases:
- You already have a robotic account (for example used with another PMS): nothing to do with the police, the account is transferable. Enter your existing credentials in Vezpa.
- You have an IDUB but no robotic account: write to RSCP via datová schránka (ID ybndqw9) or by e-mail to [email protected] asking for an account for robotic data sending. State the IDUB, the property's name and full address, the producer and the software name, which must be exactly «Vezpa»: with any other name the request is not approved.
- You have neither an IDUB nor an account: submit the standard request to register a new property (Žádost o registraci nového ubytovacího zařízení) on ubyport.pcr.cz, choosing «Účet pro ubytovatele + 1x Účet pro robotické zasílání dat» and giving «Vezpa» as the program name.
Model text for the request (in Czech): «Žádám o přihlašovací údaje do Ubyport Webová služba pro ubytovací zařízení <název>, <adresa>, IDUB: <IDUB>, které budu zasílat prostřednictvím programu Vezpa, výrobce Vezpa.» More on the official Czech police page.
In Vezpa, under Configuration → Government Registration: the Username and Password of the robotic account, the IDUB in the «Property code» field, the Zkratka in «Additional settings», then switch on «Automatic sending». Leave the endpoint empty and «Test environment» off: it is only for developers' test accounts. Several properties with separate IDUBs: use «Credentials per accommodation».
🇦🇹 Austria — Meldeamt
Gästemeldung required under the Meldegesetz. Each Bundesland has its own system; Vezpa supports all 9 Bundesländer with a configurable endpoint.
| Credential | Where to get it |
|---|---|
| Username + Password or API Key | Portal of your own Bundesland (feratel Deskline, GMS, etc.) |
| Betriebsnummer | Assigned by the regional Meldeamt |
| Endpoint URL | Specific to each Bundesland |

| Credential | Where to get it |
|---|---|
| Digital certificate | Accredited Bulgarian provider |
| Property identifier | ESTI register after registration |
🇸🇮 Slovenia — eTurizem (AJPES)
